JOB FILLED - Procurement Manager

Job Description: 
Oversees the procurement of all operational supplies and vendor services for the company including raw produce as needed. Negotiates contract pricing and services. Directs staff to perform cost effective and efficient purchases for the company, while ensuring appropriate inventory levels and quality are maintained. Works closely with other departments and managers in all matters related to procurement.

Responsibilities & Duties: 
  • Manage and coordinate supply chain management systems and personnel including inventory, resource planning (forecasting and re-order points), scheduling, ordering, logistics and price negotiations.

  • Organizes, supervises, schedules, and directs the work and assigned materials of purchasing staff.  Provide training, development, and feedback annually or as needed.

  • Develop and monitor adherence to departmental procedures for inventory, analysis, issuing PO’s, coordinating logistics, receiving, storage, and financial documentation for all purchases.  Audit for accuracy and efficiency as needed and provide team feedback.

  • Create and maintain process for vendor approval and review.  Advise staff and management of appropriate supply contact as needed.

  • Oversee and assist in the coordination of balancing supply needs and inventory to help manage cost and maximize company profitability; identify areas where efficiencies can be increased for greater profitability.

  • Aide in the creation and maintenance of material projection tools and direction for forecasting.

  • Direct the resolution of issues relating to inventory needs, quality, food safety, service, and vendor non-compliance. 

  • Meet with new and existing suppliers on a regular basis.  Manage and maintain supplier relationships and material/service options.

  • Source potential suppliers and research current trends and new material technologies.

  • Direct regular RFQ/open bid process to evaluate competitive price, quality and services of current and new vendors to provide company the optimum mix of suppliers and create system to evaluate and analyze competing vendor bids

  • Negotiate or supervise the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.

  • Lead weekly inter-department meeting to help manage ongoing material-related projects and provide a forum for departments to discuss upcoming material needs, issues, and/or changes.

  • Prepare, issue, and approve team purchase orders and change notices as needed.

  • Prepare and review contracts, bids, proposals, and vendor agreements for legal correctness, price, compliance with company policy and acceptability of items to specifications and service needs.

  • Assists in the R&D of new items by collaborating with sales/marketing and operations and acting as a liason to suppliers.

  • Provide direction and information regarding material for new SKUs, material changes and/or transitions.

  • Interact with department managers to ensure supply quality and service is optimal.  Assess what additional materials and services the Purchasing team can assist with as time and staffing allows.

  • Develop and review inter-company procedures to facilitate order requests and material/service needs.

  • Maintain and update material item number/description database and material specification database for inter-company use.  Respond to requests for information relating to material specifications, pricing, inventory health and usage as needed.
  • Provide weekly inventory health status update to appropriate departments and provide support as needed.
  • Work with Food Safety department regarding supply chain documentation, product lists, and changes to any new or existing suppliers.  Maintain, organize, and update food safety documentation for all products (including raw produce) annually or as required per company policy and vendor approval program.
  • Provide analysis for executive team review in relation to material supply and vendor services expenditures.

SUPERVISORY RESPONSIBILITIES

Directly supervises 4 employees, in the Procurement department. Responsible for carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and hiring of employees; planning, assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Qualifications: 

EDUCATION and EXPERIENCE
B.A. or B.S. Degree from a four-year college or university in Purchasing-Procurement, Finance, Accounting, or related field; and over five years up to and including seven years of related experience and/or training; or equivalent combination of education and experience. Management, budgeting and finance experience required.
 
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Excellent interpersonal skills and strong communication skills, both verbal and written, required. Bilingual: English and Spanish desirable.
 
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
 
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Quantitative and qualitative analytical thinking skills required,
 
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of: Accounting software; MS Outlook Communication Management software; MS Excel Spreadsheet software; MS Word (Word Processing) software; Famous Software; Internet Usage; PC and/or MAC and Windows Usage experience.
 
CERTIFICATIONS, LICENSES and REGISTRATIONS
Valid State Driver’s License.
 
OTHER SKILLS AND ABILITIES
Organizational and attention-to-detail skills, self-motivated, initiative; strong relationship development skills with both internal and external partners and vendors; ability to build an efficient and effective purchasing/inventory team; goal-focused and able to assist department managers in meeting their supply budgets; data entry skills and supervisory/management experience.

May occasionally be asked to run local errands.
