We are looking for a H2A Program manager in Santa Maria, CA.
The H2A Program Manager, is responsible for implementing the Company’s strategic labor procurement from Mexico by searching, selecting, and keeping a pool of qualified individuals; managing logistics of employee recruiting, transportation and housing accommodations timely and efficiently. The incumbent will travel to Mexican recruiting areas as needed and to facilitate the visa process for recruits.
- Four-year degree in human resources, business administration or a related field or equivalent combination education and experience required
- Possess excellent cultural sensitivity skills.
- Highly organized with excellent time management skills.
- Valid California driver’s license and clean DMV record.
- Excellent attention to detail and ability to switch-task and operate effectively in stressful situations.
- Ability to translate, read, write and communicate effectively in English and Spanish languages.
- Must be able to effectively write reports and business correspondence. Must be able to effectively communicate and present information to large groups.
- Strong knowledge of computer business applications including Word, Excel, Outlook, and PowerPoint.
- Agricultural background.
- Work activity is dependent on seasonality, usually an average of 55 hours and as needed.
- Strongly supports and promotes company vision and mission internally and in the industry and community.
- Responsible to behave in a professional manner consistent with company policies and standards of conduct. This includes, but it is not limited to confidentiality, punctuality, attendance, respect, team work, positive attitude and leading by example. Abide by and enforce all company policies, conduct and safety rules.
- Liaison between Company and regulatory government agencies on recruiting, housing, transportation, and worker abandonment and termination notices.
- Manage advertising or posting of job vacancies in Mexico and U.S., job applicant referrals, and notify eligible job applicants of position availability.
- Travel to Mexico to recruit, assist recruits throughout the H2A process, and as needed to maintain an effective and timely H2A program.
- Process and review applicants to evaluate qualifications or eligibility.
- Explain Company personnel policies, benefits, and procedures to job applicants or employees.
- As needed, assist job applicants to complete necessary forms for visa processing.
- Manage recruiting centers, lodging and meals for applicants in Mexico.
- Manage and maintain temporary or permanent U.S. housing facilities ensuring they are inspection ready in adherence to governmental regulation for successful certification or surprise inspections.
- Inspect housing for cleanliness and appearance, and enforce house rules.
- Answer inquiries pertaining to housing policies and services, and resolve housing complaints.
- Purchase supplies, and arrange for outside services, such as deliveries, laundry, maintenance and repair.
- Oversees H2A employee Company provided transportation.
- Participate in financial activities, such as the negotiating of housing rates and transportation, establishing budgets, and the allocation of funds to cost centers.
- Communicate and cooperate with Ranch Supervisors to ensure successful coordination between H2A and domestic employees’ work activities.
