JOB FILLED - Procurement Manager

Job Description: 

This position oversees, negotiates and coordinates the procurement of all major supplies for the company including raw produce as needed, directs and organizes staff to perform cost effective and efficient purchases for the company, manages inventories to ensure supplies do not run short or long and works closely with other department managers to assist with supply needs to keep operations running smoothly and efficiently.

While performing the duties of this Job, the employee is occasionally exposed to fumes or airborne particles; outside weather conditions and extreme cold. The noise level in the work environment is usually quiet.

Responsibilities & Duties: 
  • Work closely with all departments throughout San Miguel Produce.
  • Manage and coordinate supply chain management systems and personnel including resource planning (forecasting and re-order points), scheduling, ordering, and price negotiations.
  • Oversee and implement all activities related to procurement beginning with intent to purchase through storage.
  • Manages the storage and safety of purchased materials; requests for additional space when necessary.
  • Review and coordinate prompt delivery of receiving tickets to Accounts Payable.
  • Develops and coordinates appropriate methods needed to distribute in a cost-effective manner including booking and coordinating inbound and outbound freight (to fields and offsite shipping locations).
  • Monitors supply inventory at offsite shipping locations and performs inventory reconciliation.
  • Coordinates with departments to insure consistent quality and smooth flow of supplies and information;
  • Assists in the coordination of balancing supply needs and inventory to help reduce cost and maximize company profitability.
  • Analyzes supply requirements, including preferred supplier, and date supplies are needed. 
  • Manages vendor relations and supplier development with selected vendors.
  • Manages quality control of supplies and resolves vendor disputes.
  • Reviews defective item reports from QC and coordinates the return of defective items and/or negotiates for credit.
  • Sources potential suppliers to determine if they meet specified requirements.
  • Advises team members or management on the appropriate supplier to be used.
  • Negotiates the lowest possible cost balanced against the optimum quality and schedule needs.
  • Implements purchase contracts that comply with company and government regulations.
  • Ensures supplies are delivered on schedule, at the negotiated price, and meet the quality standards of the company.
  • Maintains timely control of orders, amendments, shipping notices, and other documents to assure accurate retention of records.
  • Plans, organizes, directs, and controls activities related to the procurement function.
  • Organizes, supervises, and directs the work of purchasing staff engaged in receiving, issuing, and delivering supplies and equipment.
  • Prepares instructions regarding purchasing systems and procedures.
  • Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports.
  • Develops a system to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
  • Designs, implements, manages, and monitors procurement reporting systems to meet company requirements.
  • Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
  • Prepares and issues purchase orders and change notices.
  • Reviews purchase order claims and contracts for conformance to company policy.
  • Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price, and acceptability of items to specifications.
  • Assists in the development of new items by collaborating with R&D and vendors.
  • Assigns procurement requests to the appropriate personnel.
  • Negotiates or supervises the negotiation of complex requests for equipment, supplies, and services from suppliers and subcontractors.
  • Arranges for disposal of surplus materials.

SUPERVISORY RESPONSIBILITIES
Directly supervises 3 employees, in the Purchasing department. Responsible for carrying out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing and hiring of employees; planning, assigning, scheduling, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education: 

B.A. or B.S. Degree from a four-year college or university in Purchasing-Procurement, Finance, Accounting, or related field; and over five years up to and including seven years of related experience and/or training; or equivalent combination of education and experience. Management, budgeting and finance experience required.

Skills: 

LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Excellent interpersonal skills and strong communication skills, both verbal and written, required. Bilingual: English and Spanish desirable.

MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
 
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Quantitative and qualitative analytical thinking skills required.

COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of: Accounting software; MS Outlook Communication Management software; MS Excel Spreadsheet software; MS Word (Word Processing) software; Famous Software; Internet Usage; PC and/or MAC and Windows Usage experience. Advanced Excel experience required.
 
CERTIFICATIONS, LICENSES and REGISTRATIONS
Valid State Driver’s License.
